Overview

The Bank Station Capacity Upgrade transformed one of London Underground's busiest interchanges. The works delivered a new Northern line concourse, a new southbound running and platform tunnel, a new passenger entrance on Cannon Street with lift and escalator connections, step-free access, moving walkways and new internal connections between Underground lines.

The Commercial Challenge

Upgrading a live, deep-level station within a constrained central London environment required commercial governance capable of controlling cost and change across major tunnelling works, multiple disciplines and a complex client interface — while sustaining collaborative delivery throughout a multi-year programme.

JAGAN's Commercial Leadership

JAGAN established the project's commercial governance from the outset — leading a team of quantity surveyors and putting in place the commercial management procedures, systems, processes and performance frameworks that underpinned delivery.

Key Responsibilities

  • Led and managed a team of quantity surveyors
  • Established commercial project governance, procedures, systems and processes
  • Set up cost and value management systems and project success criteria — time, cost, risk, technical and performance
  • Contract administration, project finances and procurement of resources
  • Monthly commercial reporting (CVRs) to the client
  • Risk management, programme and design-deliverable interface
  • Claims and dispute resolution
  • Commercial compliance across quality assurance, health, safety and environmental protocols
  • Delivery of commercial awareness workshops

Value Delivered

A collaborative commercial structure for key cost and change submissions improved cost control, change management, quality assurance and contractual compliance, and encouraged knowledge sharing across multidisciplinary teams. The project was recognised with the New Civil Engineer (NCE) Tunnelling Award.
